CONSTITUTION and BY-LAWS of the PAR HOPERS GOLF CLUB

 

 

A) Constitution -- Preamble and Article I-VI

Preamble

The purposes of this club are: 

l) To play golf

2) To promote sociability among our members

3) A final function of the club is to support Cincinnati Public Recreation Commission in      volunteer service to events such as Youth and Public tournaments.

  Article I -- Name

The name of this organization shall be PAR HOPERS GOLF CLUB (here in after referred to as the Club). The Board will determine the home course of the Par Hopers Golf club as conditions dictate.

Article II -- Membership

The membership shall be limited to retired men at least 60 years of age, with a high code of ethics and a genuine love for the game of golf as a healthful recreational adjunct in the life of retirement. Annual membership dues will be determined, from time to time, by the Board

Article III -- Officers

The officers of the Club shall be President, a Vice President, a Treasurer and a Secretary. The normal term for the first twoofficers shall be three (3) consecutive years on the Board. The Treasurer and Secretary may serve as many years as the Board shall approve by periodic re-affirmation. The other officers shall serve until the Board elects their successors. See Article VI for further detail.

Article IV -- Board of Directors

1) The governing body of the Club shall be ten (10) Directors of which six (6) of the Directors shall be elected by the Club members. The remaining four (4) Director positions, (Treasurer, Secretary, Head Starter, and Statistician) shall be appointed by the elected Board members to serve for 1 year terms. The appointed Board members, as well as the elected Board members, shall have full voting power. No elected Director shall serve more than three consecutive years, with the exception of those filling interim vacancies, which may run for election in the year following their appointive service. The full ten (10) members Board shall appoint any committees necessary for the operation of the Club.

2) The Board may fill any vacancy occurring between Club elections by Board appointment. First consideration will given to the board candidate who received the most votes, but was not elected, in the most recent Club election. In the event that candidate decides not to accept the appointment, the next highest candidate will be considered until the Board vacancy is filled.  Such temporary appointment shall expire at the end of the term of the replaced Board member

 

Article V -- Election

Each year at the Fall Meeting of the Club, the Annual Election will be held. At this election, two (2) Directors will be elected to fill expired three (3) year terms and to refill vacated posts to complete designated appointed three (3) year terms. Detailed election procedure is covered in the By-Laws.

  Article VI -- Duties of Officers

Section l -- President

The President shall be the chief executive officer of the Club. He shall preside over all meetings of the Club and the Board. He shall have general supervision of the admin­istration of the affairs of the Club. He shall be an exofficio member of all committees excepting the Election Committee. He shall serve as Host at all social functions of the Club.

Section 2 -- Vice President

The Vice President shall assist the President and/or shall perform the duties of the President in case of absence or disability of the President.

Section 3 -- Treasurer

The Treasurer shall have charge of the financial affairs of the Club, subject to the supervision and control of the Board. He shall have full authority in the name of and on behalf of the Club to collect all dues and other accounts due the Club. He shall pay all bills and keep regular records of accounts and transactions. He shall render a statement of accounts when requested to do so by the Board and at the Annual Meetings.

The Club's financial records shall be audited by a committee of three Par Hopers at least once annually in preparation for the Treasurer's report at the Fall Meeting. Other audits shall be made on request of the President or the membership.

 The funds of the Club shall be kept in a bank insured by the F.D.I.C. Withdrawal of funds shall be by check signed by the Treasurer or the President or the Secretary, in that order as dictated by availability.

Section 4 -- Secretary

The Secretary shall attend all meetings of the Club and the Board and keep a detailed record of all business transacted therein in a book kept for that purpose and of which he shall have custody; but which shall always be available for inspection by any member.

The Secretary shall conduct the correspondence of the Club and give notice to members of the Club as directed by the President.

The Secretary shall be directly responsible to the President. Requests for secretarial services shall come from the President or be cleared through the President to control the burden of work given to the Secretary.

Section 5 -- Starter Director

The assignment of starting times will be the responsibility of the Club’s appointed Starter Director and his volunteer members

The Starter and his volunteers will set up foursomes on a first come, first choice basis. Members may make up their own foursome to play on any scheduled date except for tournament formats where the Events committee may determine foursome members. However, foursome-starting times will be assigned by the starter.

Our scheduled play days are always preempted by Holidays or golf course functions, and accordingly are not counted as scheduled play days

 A schedule of Starters will be determined in advance of their assignment dates and with their acceptance. Starters will be thoroughly instructed on their functions by the Starter Director. Problems with respect to this operation must be referred to the Starter director.

The starter volunteers shall be instructed to make sure that someone in each foursome is responsible for completed scorecard and getting it deposited in the scorecard box at the starters table at completion of the round.

A calendar of play and upcoming events shallbe posted on the bulletin board at the golf course. A schedule of events will be made available to all members

SECTION 6 -- Statistician

Handicaps will be calculated by the Statisticianin accordance with methods approved by the Board

Handicaps will be revised and posted on the bulletin board monthly.

Par and Slope ratings of the golf course will be applied to our play as called for.

B) By-Laws -- Articles VII-XIII Inclusive

Article VII -- Duties of the Board of Directors

The Board shall control and manage all affairs of the Club and may exercise all of the powers not expressly reserved to members.

The Board shall prescribe the rate and conditions of income, such as dues orother assessments as may be required.

The Board may at any time, for due cause, request the forfeiture of any membership in the Club.

The Board, within ten (10) days following the Annual Meeting shall elect the officers of the Club for the ensuing year oruntil their successors areelected. The President and Vice President shall be elected members of the board.

The Board may appoint any other committees/officers that it may find necessary from time to time and fill any vacancy that may occur.

The Board shall hold meetings as are necessary. Any (2) two members of the Board may request the President to call a special meeting of the Board at any time.

Article VIII -- Grades of Membership

All fully paid up members have all privileges of the Club regarding the scheduled stating times.  There will be no advance reserved starting times as all starting times will be assigned on a first come basis

The club recognizes those members who are eighty-five years (85) old and have 15 years of membership as Lifetime Members who are no longer required to pay annual dues. The Lifetime members do not have any special stating privileges

Super Senior members are those that are (80) eighty years old and are paid up members in good standing. These members may tee off from the forward tees, if they so chose. This dictates where their handicap will be established. When that decision is made, the members must tee off from those tees for the entire season, which includes all regular golf dates and tournaments.

Honorary membership may be conferred upon a person who has given exceptional service to the club. Honorary membership is conferred by unanimous approval of the board and entitles participation in the social privileges of the club

Article IX -- Standing Committees

Section – 1 Membership

This committee shall consist of the chairperson elected by the Board and additional members according to Chairman’s assessment of need. The Membership committee shall accept and screen all applications for membership in chronological order of receipt and submit their recommendation for membership to the entire Board for its consideration and action. .All applicants must play golf (3) three times before being officially accepted.

This committee shall maintain a current membership roster and a current list of applications for membership. The membership committee shall also welcome all new members approved by the Board and acquaint them with the current rules off play and general procedures of the club.

The committee shall limit the membership to balance the number that can be accommodated within the tee times allocated to the Par Hoppers Club by the course being played.

Section -- 2 Nominating Committee)

A nominating committee shall be appointed by the President and may include any Club member in good standing. These appointments shall be reported to the Board President on or before August 1.

On or before August 15, the nominating committee shall present a ballot with the names of (2) two nominees for each director to be elected. These nominees shall have been contacted and have agreed to serve if elected. These nominees’ names shall be placed on the printed ballot. Additional nominees may be added to the printed ballot by membership petition. The petition for each nominee must be signed by (5) five Club members in good standing.

Nominations shall be closed on September 1st - Voting can begin on September 1st and shall continue until ballots are handed over to the Tellers committee for counting at the Annua1 Meeting.

Members shall vote according to instructions printed on the ballot. A valid ballot will also be defined in accordance with these instructions.

Voted ballots may be deposited in a sealed box provided for that purpose at the starters’ table located in the golf course clubhouse, or may be delivered to the Secretary in person or may be cast at the Annual Meeting.

Ballots will be counted at the Annual Meeting by the Tellers committee which shall consist of (3) three members appointed by the President.

The nominees receiving the highest number of votes will be elected to serve on the Board for the term specified for their candidacy.

The election will extend to selection of Board members to complete any uncompleted term found vacant at elec­tion time, third highest vote getter winning longest partial term being filled, etc. If such vacancies occur, the Nominating committee shall be instructed to increase the number of nominees on the slate accordingly.

In the event of a tie, the successful candidate shall be determined by the flip of a coin.

Article X Other Committees

Section --1 Club Contests Committee

This committee will be in charge of all Club tournaments and play-associated contests including all Annual Tournament such as the Match Play Tournament, the Club Championship and all others as approved by the Board. All of the events will be the responsibility of the Club Contest director and his committee.

Annual Club Tournament eligibility shall be defined in terms of the number of current season scheduled play days a player has participated in as evidenced by scores recorded by the Handicap committee. A minimum participation record for eligibility in ANY Club Tournament shall be 55% of actual play days of the current season beginning with May 1st.

Their current annual dues must be paid and they must be a member in good standing for members to participate in the Annual Club Tournaments.

 The club definition of an official play day is when carts are allowed to be used and at least (20) twenty players complete a round of golf.

 

Any member who has a Hole in One on an official play day during the regular golf season will be awarded $100.00 in cash. The scorecard must be signed by the member and other members in his foursome and given to an active Board member.

Section -- 2Inter-Club Tournaments

This committee plans and carries out all aspects of inter-club events in cooperation with designated representatives of participating golf leagues or golf clubs.

Section -- 3 Special Events

This committee plans and carries out all aspects of Special Events engaged in by the Club. This includes social events such as day at the racetrack, riverboat excursions; baseball games, etc., and parties for the additional fellowship of Club members and guests.

Section -- 4Additional Committees

The Board will appoint additional committees to perform valuable services integral with the best interests and operational success of the Club. Some of these functions are play mechanics, Newsletter, Sunshine Committee, and Photography for Par Hopers Photo album. Such committee members need not be Board Members

Article XI--Meetings

Section – 1 Spring Meeting

A Spring Meeting shall be held just preceding the playing season to acquaint the members with new developments relating to "Rules of Play", Club plans for the season, and for rejuvenating social contacts by way of initiating the new season.

Section – 2 Annual Meeting

The Annual Meeting shall be held promptly at the end of the scheduled golfing events. This meeting will be to recognize the winners of the tournaments, awarding of prizes, and to give special recognition to the outgoing Board members. The results of the election of new Board members will be announced. The members can also pay the annual dues for the upcoming season. Committee year-end reports will be presented as well as other important club Items.

Section -- 3 Summer Picnic

A summer picnic will be held in conjunction with a golf play day in commemoration of summer and sociability.

Section – 4 Additional Meetings

 

Additional meetings (Special Meetings) of the Club may be called by the Board upon written request of 10 members.


 

 

.Section – 5 Board Meetings

Meetings of the Board shall be held only by order of the President at his pleasure or upon the request of two (2) Board members.

Article XII – Amendments

Section -- l Constitution

The Constitution may be altered, added to, amended or rescinded only at a meeting of the membership at which a quorum is present (more than half of the membership). Affirmative vote by 2/3 of the members present is required for such amendment to be made.

Section -- 2 By-Laws

The By-Laws may be altered, added to, amended or rescinded at any Board meeting board at which there is a quorum (six (6) of the ten (10) Directors) are present by a minimum (5) member majority affirmative vote.

Article XIII -- Parliamentary Authority

Roberts Rules of Order shall be the Club's final authority on all questions of parliamentary law not covered by the above Constitution and By-Laws. The Board shall decide all questions of interpretation.


 

PAR HOPERS RULES OF PLAY

 

 

Except in hazards, including sand, the ball can be moved 12 inches no closer to the hole. If necessary, the ball can be lifted and cleaned.

 

When moving out of casual water or ground under repair, the limit is two club lengths, except no closer to the hole.

 

When a ball is stymied, it can be moved 12 inches directly in line with the hole. If still unplayable, add penalty stroke and drop ball within two club (2) club lengths, or drop back any distance while keeping in line with the original point where the ball had come to rest.

 

Please limit the search to two (2) minutes, and then drop a ball no closer to the hole while adding a penalty stroke. If lost in the tall grass, drop ball within two (2) club lengths of the edge of the grass, no closer to the whole, while adding a penalty stroke.

 

Drop a ball within two (2) club lengths from where the ball crossed the out of bounds line while adding a penalty stroke.

 

If moving out of the tall grass, add a penalty stroke and drop the ball within two (2) club lengths of the edge of the grass, no closer to the hole.

 

Everyone is encouraged to keep pace with the group in front. The most common methods are (1) Ready Golf and (2) Continuous Putting.
